With over 20 years of experience working in the early childhood field., Soumya’s content expertise spans policy, finance, and systems. Her skills include research, analysis, technical assistance, and stakeholder engagement. She is known for her attention to detail, ability to detect gaps, and empathy, which allow her to connect with and understand the perspectives of a wide range of partners. While at School Readiness Consulting (SRC), Soumya worked on a diverse portfolio with a focus on strategic advising, policy, and systems change to improve outcomes for young children and their families. She served as content lead for several projects focused on early childhood systems and strategic advising for philanthropic organizations, including the Gates Foundation, the Bainum Family Foundation, and the Robins Foundation.
Soumya’s professional experiences also shaped her understanding of designing, financing, and implementing policies that benefit young children and their families. Previously, as a consultant at The Finance Project, Soumya partnered with state agencies to map early childhood spending and provide funding recommendations to align early childhood systems with strategic goals. She also supported the federal Office of Child Care by delivering technical assistance and planning peer-learning opportunities for state child care administrators in the United States. At the DC Fiscal Policy Institute, she conducted research to advocate for an equitable city budget, focusing on how education and early childhood policy decisions affect Black and brown communities in Washington, D.C. While at the Policy Equity Group, she facilitated a multi-state community of practice and provided technical assistance on emerging early childhood topics, including federal funding and policy changes. Soumya holds a M.P.Aff. degree from the Lyndon B. Johnson School of Public Affairs at the University of Texas at Austin and a B.S. in Psychology from Birmingham-Southern College.
