With funding from the International City/County Management Assocation provided by the Bill & Melinda Gates Foundation, All Children Thrive led the development of the City of Beloit's Child Care Supply Action Plan. The plan was co-designed by parents, child care providers, and community members, and continues to be implemented today.
Arkansas is at a pivotal moment for early childhood care and education (ECCE). Families, early educators, local leads, and community leaders across the state shared a unified message: the current
system, while filled with dedicated people and promising practices, is strained by underinvestment, uneven access, and administrative complexity. Through a statewide engagement effort conducted by All Children Thrive, Forward Arkansas heard directly from communities about what is working, where systems are breaking down, and what opportunities exist to build an ECCE system that truly supports every child, every family, and every community in Arkansas.

This report explores the key differences between early childhood educators enrolled in an apprenticeship program and those pursuing an associate's degree through a local community college. It examines how mentorship, resources, training, and organizational culture vary across these two pathways and the impact they have on educators' development. By focusing on the variable assistance provided by employers in each context, this study aims to uncover how these factors influence the effectiveness of the training and the long-term success of educators, ultimately contributing to the improvement of early childhood education practices.
The Tucson/Pima County Family Voices Council was co-designed with funding from Ascend at the Aspen Institute, and facilitated by SVP Tucson and All Children Thrive. The Council was thoughtfully formed with parent and community input in early 2024, and the collective accomplishments have been profound.
