Rashida Brown is a highly skilled and genuine relationship builder who is well-versed in working within and with the public sector. She has more than 20 years of experience in the health and human services field. She strives to promote innovation and excellence in public sector systems and drive robust technology solutions, policies and programs that lead to improved outcomes for children, youth, and families. She is the founder of Seedlings Strategies, a consulting company that provides expert guidance to state and local policymakers and system builders seeking innovative solutions for advancing policy, programs and systems reaching children and their families.
Rashida was the Program Director of (U.S.) Health and Human Services for the National Association of Counties (NACo) where she was responsible for leading NACo’s human services portfolio leading national initiatives and public awareness campaigns that help advance prenatal to three investments and innovative strategies improving child and family service delivery. Prior to NACo, Rashida served as Director of Policy, Planning and Research at the Office of the State Superintendent for Education within the Early Learning Division. In this role, she provided strategic direction, in collaboration with the Assistant Superintendent of Early Learning, to ensure successful implementation of early learning policies, research, and strategic plans, particularly those related to the District of Columbia’s Pre-K program, quality rating and improvement system, child care licensing and compliance, Early Head Start and Head Start programs, and child care financing and eligibility.
She was also a policy analyst at the Office of the Deputy Mayor for Health and Human Services within the Government of the District of Columbia, leading efforts in developing policies and strategies that focus on prevention and promote streamlined approaches and coordination among health and human services programs. Her areas of expertise are in early childhood development, public health, workforce development and partnerships with higher education, child welfare and human services. Rashida has a Masters in Social Work from Howard University in Washington, DC.
